   1. Creation of the group of work, process start: Meetings to create a group of work.
   2. Citizens proposal collection: Gather citizens around objectives, characteristics, principles, management models, possible activities to offer, possible organization, name of the space.
   3. Proposal voting: Online voting and offline meetings to discuss and approve the chosen proposals.

   Technical validation from the city council. Creation of a document of work and its presentation.
